Report: Retail Energy "Industry" Agrees To Ban On Low-Income Customer Shopping

Crain's Chicago Business reports that the retail energy "industry" has agreed to certain provisions in Illinois SB 651, which contains various revisions to statutes governing retail electric and natural gas marketing and which has passed the Senate,

As more fully reported in EnergyChoiceMatters.com's exclusive analysis, the bill, among other things, would

• Generally ban retail supplier service to assistance program customers, except when savings are guaranteed or under municipal aggregation

• Require affirmative consent for renewals for a rate that is higher than the current rate, or a switch from fixed to variable

• Implement a "switch block" mechanism

• Require suppliers to report all rates to Attorney General

• Require disclosure of the Price to Compare in marketing

• Require the utility supply rate on supplier bills

Crain's reports that "[t]he [retail energy] industry has agreed," to the provisions on disclosure of the Price to Compare in marketing, and on the prohibition on serving assistance program customers, except for guaranteed savings or in municipal aggregations

Crain's reports that the industry is fighting the bill's renewal limits.

Attorney General Kwame Raoul told Crain's he was not going to "compromise away" what Raoul believes are needed changes to renewal provisions

Crain's reported that customer complaints to the ICC increased 70% in 2018

Crain's reports that ComEd write-offs related to purchased receivables were in-line with ComEd's default service write-offs, given each's market share
