Former Pa. PUC Chair Cawley Recommends Banning, Or 'Reducing' Reliance On, Door-to-Door Sales

Former Pennsylvania PUC Commissioners James Cawley outlined a vision for "Electricity Customer Choice 2.0" in an editorial published by PennLive.com
Of note, Cawley proposed, "We need to either ban or reduce the reliance on intrusive sales tactics like door-to-door selling."
Cawley also recommended, "beefing up standards to ensure only the most highly qualified companies are entrusted to serve essential energy service."
Cawley also recommended the following policies:
• Removing distribution utilities from the provision of default service
• Adoption of supplier consolidated billing
• Adoption of enroll by wallet or similar mechanism
• Banning wholesale index prices like seen in Texas for residential customers
