With several Colorado utilities proposing to join SPP, guest columnist Larry Miloshevich questions, in the Boulder Daily Camera, advocates for the introduction of customer choice in Colorado.

Miloshevich aptly notes, "Having an RTO is a requirement for, but doesn't guarantee, retail-level competition."

Miloshevich cites Texas' thriving retail market while noting no SPP states have retail choice

Miloshevich suggests joining the California ISO, or forming a Colorado-specific RTO, would be superior to joining SPP given its membership of vertically integrated utilities
