KPRC-2 (Houston) ran a story on an investigation that it conducted in which it said, "Texans have overpaid more than $28 billion for electricity," under electric choice
The comparison was made based on average rates in "regulated" areas; however, based on the verbiage of the report (timestamp 1:10 of the video report), the analysis appears to only have been to municipal utilities
