Parties Submit Recommendations on AEP Ohio Default Service, Retail Market

Parties yesterday submitted testimony in AEP Ohio's electric security plan proceeding regarding default service and other retail market issues.

We did not see any surprises in the testimony.

Purchase of receivables, proposed by AEP Ohio in its application, found little support outside of retail suppliers, with the Ohio Consumers' Counsel and industrial customers opposing POR outright or proposing significant changes (such as a non-zero discount rate).

AEP Ohio's sought nonbypassable PPA rider for its OVEC entitlements also found little support, as various load interests saw the charge as above-market.
