PUC Adopts Final Rule Requiring Utilities To Provide Customers With 10-Year History Of SOS Rates

As directed by recently adopted legislation (L.D. 1003), the Maine PUC issued a final rule to require electric investor-owned transmission and distribution utilities to annually provide customers with a 10-year history of Standard Offer rates as part of the customer bill.

The final rule requires the use of averages to provide this info

"While the OPA suggests using actual rates for the informational chart, Emera notes that even the simplest rates do not lend themselves to a presentation of actual filed rates displayed on an annual basis due to the timing of rate component changes. Therefore, Section 8 requires that the informational chart or charts use an average rate methodology to show the ten-year historical values," the PUC said

The final rule states, "Electric investor-owned transmission and distribution utilities shall include, once per year, as an insert or attachment to customer bills, an informational chart or charts produced by the Commission that displays a 10-year history of transmission, distribution, and standard-offer service rates for the customer’s current rate class, along with a statement of the total percentage change in transmission, distribution and standard-offer service rates over the 10-year period. The insert shall direct the customer to the utility’s website where they may access such information for all rates available to the customer’s rate class. The Commission shall post these charts on the Commission’s website

The final rule further states, "Electric investor-owned transmission and distribution utilities shall provide to the Commission annually by April 1 information regarding the average rate, including transmission, distribution and standard-offer rate components, of each rate class for the prior 10-year period on a calendar-year basis. Rate information shall be the average revenue per kWh. The Commission shall develop an informational chart for the utilities to include in customer bills pursuant to Section 8(D)(1) above."
