The Miami Herald reports that Alex Patton, chair of Citizens for Energy Choices, alleges that a new proposed ballot initiative launched in Florida, which would prohibit non-citizens from voting, is meant to "clog" the election supervisors' office and obstruct the retail electric choice initiative
