Regulator to Examine How to Make Low-Income Discounts "Portable" (Available to Shopping Customers)

The District of Columbia PSC has opened proceedings to determine how to introduce portability to its low-income discount programs for electricity and natural gas.

Currently, the discounts are only available to customers taking default service, and if a low-income customer shops, they lose their discount.

Speaking at the National Energy Marketers Association's Mid-Atlantic Energy Summit, District of Columbia PSC Chairman Betty Ann Kane said that the Commission will examine whether and how the low-income discounts can be portable, and available (in some form) to shopping customers.
