Texas Co-Op Without Customer Choice Files Complaint To Stop AEP Texas From Serving 100+ Residences

Rio Grande Electric Cooperative (RGEC), Inc. petitioned the Texas PUC to issue a cease and desist order against AEP Texas Central, alleging that AEP Texas Central is allegedly providing "unlawful" service to over 100 residences in the Uvalde Estate Subdivision (outside of Uvalde, TX) that RGEC alleged are located in an area that is singly certificated to RGEC

Rio Grande Electric Cooperative does not offer customer choice. As distribution customers of AEP Texas, the 100+ residences would be served by a retail electric provider

Rio Grande Electric Cooperative uses the term "serving" (present tense) in describing AEP Texas' alleged service, implying that the residences are energized and are taking service, which would mean the customer would have to be served by a REP at present time
