Texas Staff File Draft Proposal For Changes To Transmission Rate, Allocation Rules

March 24,2017

Texas PUC Staff have filed a draft proposal for publication for the repeal of the current §25.192 and the simultaneous replacement with proposed new §25.192, relating to transmission-service rates.

The draft proposal includes more specific language with regards to determination of the 4CP used to determine transmission rates, and requires the use of the most recent 4CP load prior to the date of approval in determining transmission rates

ERCOT 4CP load would be defined as, "the sum of the DSP [distribution-service provider] 4CP load for all of the DSPs in the ERCOT region, excluding the portion of demand attributable to wholesale storage load and to export flows."

The draft would provide that, unless otherwise ordered by the PUC, energy storage facilities shall not be considered transmission facilities

The draft would also address treatment of entities exporting power from ERCOT as it relates to transmission charges, and include a reduction in transmission charges to reflect offsetting revenues from exports
