CT Nuke Bills Could Impose Carbon Price On Retail Suppliers, Allow Nuke Contracts To Serve SS

March 15,2017

Legislation has been formally filed in Connecticut to provide subsidies to Dominion's Millstone nuclear plant

S.B. No. 106 would include nuclear power as qualifying for various long-term contract procurement targets for the EDCs

Notably, for any such contracts the EDCs would be permitted to: (1) Sell such energy into the relevant market; or (2) retain such energy to meet the standard service requirements of section 16-244c of the general statutes.

Separately, Raised H.B. No. 7247 would impose a fee on carbon-emitting generation

Notably, the fee would be imposed on retail suppliers

"Each supplier of electricity, including each electric distribution company operating in the state and all competitive suppliers of electricity to end users, shall pay the fee," that would be established by the bill
