DMN Watchdog Again Pushes For Uniform Retail Provider Pricing, End To Minimum Usage Plans

Dallas Morning News Watchdog Dave Lieber published a column again calling for various retail electric market customer protections, including a requirement that all plans separately list TDU charges (note: these already must be accounted for in the all-in price which is used for comparisons) and a ban on plans with minimum usage requirements
Lieber also states, "For some of us, the kWh rate isn't even disclosed. On my bill, I have to subtract the fees and then divide the kWh usage by the remaining dollars, or maybe it's the other way around. It takes a bit of unnecessary effort."
Although Lieber was not clear if his complaint was that a specific energy (or TDU) kWh rate is not disclosed on his bill, an all-in kWh rate must be listed. All residential bills are already required to provide, per Subst. R. § 25.479, "A calculation of the average unit price for electric service for the current billing period, labeled, 'The average price you paid for electric service this month.' The calculation of the average price for electric service shall reflect the total of all fixed and variable recurring charges, but not include state and local sales taxes, reimbursement for the state miscellaneous gross receipts tax, and any nonrecurring charges or credits, divided by the kilowatt-hour consumption, and shall be expressed as a cents per kilowatt-hour amount rounded to the nearest one-tenth of one cent."
Lieber also noted the filing of HB 1475, which would make an unauthorized switch in a customers' retail electric provider a criminal offense, which was first reported by EnergyChoiceMatters.com
