Letter: Captive East Texas Customer Paying More Than Texans With Choice

The Longivew (TX) News-Journal published a letter from a reader who reported that they pay more for electricity in Longivew, where they do not have choice, than their relatives in Dallas, who can choose their electricity provider
The reader did not specify their utility, which could be SWEPCO or one of several co-ops depending on their specific location in the Longivew area. According to PUCT data, a residential customer at SWEPCO would pay $84.39 per month at 1,000 kWh usage, or 8.4¢/kWh. As a reminder, rates in the other non-choice IOU areas of Texas (El Paso Electric, SPS, Entergy) are about 10¢/kWh (as are residential rates at Austin Energy and CPS Energy)
The reader asked why East Texas does not have choice, in contrast to most of the state.
