Report: Customer on Disability Charged 15¢/kWh For Power From Retail Supplier

Pittsburgh's Action News 4 reports on a customer on disability who was charged in excess of 15.9¢/kWh in the month of February 2016 for electricity from their retail supplier.
The 15.9¢ rate, which is variable, was for February 2016 and includes a 3¢ adder for renewable energy
The customer had been on a budget billing plan, but when the customer missed several payments, Action News 4 reports that the customer lost their eligibility for low-income bill assistance and budget billing, triggering an accumulated bill of $8,000. According to the bill shown in Action News 4's story, $6,000 of the total is listed as from "West Penn Power", for deferred arrearages. It was not clear if such arrearages solely reflected distribution charges
The EGS presented a TPV showing the customer's agreement for enrollment, though Action News 4 notes that in responding to a question asking for their email address on the TPV, the answer merely said, "Yes."
The customer has cancelled service with the EGS, and the EGS told Action News 4 that they will assist the customer, "to take care of her bills, the energy bills, for the next six months."
