Committee Substitute of Austin Energy Choice Bill Contains No Substantive Changes

A committee substitute of Texas SB 1945, which provides for the potential for certain large customers at Austin Energy to take competitive supply, does not contain any substantive changes from the introduced version of the bill.
EnergyChoiceMatters.com reported earlier this week that the Senate Committee on Natural Resources & Economic Development reported favorably the committee substitute of SB 1945, but text of the committee substitute was not immediately available.
Notably, the committee substitute does not change the type of customer or customers who may file a petition that could eventually lead to their ability to take competitive supply.
Specifically, the committee substitute allows, "a retail customer or group of customers with a total usage of more than 25 million kilowatt hours per year," to file a petition for a PUC review of Austin Energy rates, with one of the potential outcomes of such petition being the ability of customers to take competitive supply
