Failings alleged by Sixel include:
• For most of deregulation, rates in monopoly areas of Texas were lower than choice areas
• "Confusing" REP plans
• "Secret" bidding in the wholesale market
• "Gam[ing] of transmission cost assignment due to 4CP response
