The Houston Chronicle published a story by L.M. Sixel entitled, "Businesses get big break on electricity transmission fees while consumers pay more."

The story addressed 4CP cost allocation generally as well as specific proposed changes in the transmission cost allocation mechanism proposed in CenterPoint Energy Houston Electric's current rate case

The issue of parties seeking alternatives to CEHE's transmission cost allocation had been first reported by EnergyChoiceMatters.com in July (story here)

The issue of the use of 4CP generally had been debated for several years in concert with various sought changes proposed by generators to the energy-only market design, with the issue again being discussed at a recent workshop (story here)
