Houston Chronicle Latest to Hit Minimum Usage Fees

The Houston Chronicle is the latest to claim that low-usage customers are subject to a "penalty" for low usage.

This despite the fact that, "About a third of the Houston-area retail providers the Chronicle examined listed no plans containing penalties or credits based on power use."

The Chronicle said that of 309 plans it examined in the Houston area, "at least" 218 had minimum usage fees, or credits for larger consumption. It was unclear if the other 91 plans had no such fees
