Report: Texas Electricity Rates "Climbing Higher" Than U.S. Average

In this case climbing "higher" means increasing faster, with Texas rates still below the national average
Sixel reports that residential electric rates rose 4.1% in the past two years, versus the national average increase of 0.3%, per EIA data
