Bill Limiting Municipal Aggregation Fails

A California bill which would have placed limits on community choice aggregation died in the Senate prior to the end of the session on August 31.

Originally, AB 2145 would have prohibited enrollment into a CCA on an opt-out basis. An amended version of the bill retained opt-out enrollment but proposed other limits, such as limiting the geographic scope of aggregations.

The amended bill did not come up for a final vote prior to the end of session.
