New Roadblock Placed in Calif. Community Choice Aggregation Bill

While community choice aggregation supporters earlier won a victory by retaining, in California AB 2145, the ability for CCAs to enroll customers on an opt-out basis, the bill continues to be amended with provisions unfavorable to CCAs.
Initially, it was the requirement that new CCAs be limited to three contiguous counties.
Now, an added roadblock has been added to the bill as it is considered in the California Senate.
Specifically, the bill would now provide that CCA solicitations shall include the CCA rate, "for the next five years of service," compared to the utility rate, but unlike the CCA rate, the utility rate is only required to be a projection provided by the utility.
