APPA’s Sue Kelly: Too Much "Faith-Based" Regulation In Wholesale Electric Power Markets

"We have seen far too much 'faith-based' regulation in wholesale electric power markets in this new century," American Public Power Association CEO Sue Kelly said during a recent address before APPA's national conference, which has now been posted on her APPA blog.
Kelly addressed various shortcomings in the organized wholesale markets, including the failure of capacity markets to incent adequate new build generation.
Kelly also addressed increasing customer choice through distributed solutions:
"Most of us lived through the era of 'retail access,' when Enron pushed for 'customer choice' and many states responded by passing retail choice regimes. Now, we are facing a new form of customer choice in the form of major technological changes at the edges of the distribution grid where utilities interconnect with customers"
"We are used to being the exclusive power providers to our retail customers, but in the future, we may find many of them want to supply at least part of their own power. We need to figure out how to make that work for both us and them."
