ConEd Details How To Accomplish Sharing More Customer Data With ESCOs As NY Utilities File DSIPs

New York utilities have filed with the PSC their Distributed System Implementation Plans (DSIP), concerning their integration of distributed resources and related planning and policies
Of note is that Consolidated Edison discussed in its filing its plans to comply with recent PSC directives to make more customer data available to ESCOs
ConEd noted that the PSC's recent AMI Order directed ConEd to make interval usage data available to ESCOs via EDI on a monthly basis. "Currently there is no established EDI transaction for interval data, so the Company is investigating options to make month-end AMI interval data available through EDI," ConEd said
Additionally, in the PSC's order directing the filing of the Distributed System Implementation Plans, the PSC directed utilities to provide information on their plans to, "give ESCOs access to daily, hourly, and, eventually, close to real-time access to customer usage information, including budgets and timelines."
To fulfill this requirement, ConEd, "plans to offer a new data exchange for interested ESCOs to access their customers’ usage information, using as a foundation the same RESTful APIs developed for the GBC [Green Button Connect] tool. This data exchange will provide ESCOs with an automated process to request and receive interval data that is more convenient than the current method of retrieving a file from RAIS [Retail Access Information System] for customers with interval data. Because the ESCO interval data exchange will rely on the same RESTful APIs developed for the GBC tool, the project will not have any incremental costs, and will proceed on the same timeline as the Company’s GBC implementation," ConEd said
ConEd did not include the specific timeline for GBC implementation in the DSIP, but noted that it is required to provide an implementation plan for GBC by July 29
