New York Releases Pilot Integrated Energy Data Resource

The New York State Department of Public Service (Department), in coordination with the New York State Energy Research and Development Authority (NYSERDA), the state’s investor-owned electric utilities (IOUs), stakeholders, and a third-party web-based data platform and analytics developer have completed design and are ready to implement a pilot resource for compiling and analyzing integrated energy data while protecting utility customers’ privacy.
The Public Service Commission’s (Commission) Order Establishing Energy Storage Goal and Deployment Policy (Energy Storage Deployment Order), issued December 13, 2018, directed the Department to lead coordination efforts and develop a “Pilot Distributed Energy Resources (DER) Data Platform” for a third-party to develop and implement. While the Energy Storage Deployment Order refers to the resource as the “Pilot DER Data Platform,” to be more accurate, the resource will be called the “Pilot Integrated Energy Data Resource.” The primary purpose of
the Pilot Integrated Energy Data Resource is to help DER developers identify, evaluate, and initiate DER development opportunities in New York State.
For the pilot, Orange and Rockland Utilities, Inc. (O&R) agreed to provide the customer and system data needed to test, demonstrate, and evaluate the Pilot Integrated Energy Data Resource. On January 1, 2020, the Pilot Integrated Energy Data Resource was made available for registration and use by DER developers and other interested stakeholders.
The Pilot Integrated Energy Data Resource comprises a web portal and connected database that enable complex analyses of integrated customer and utility system data, while preventing unauthorized access to customers’ private data. The database currently contains data for 10,000 O&R customers and the portal provides an initial set of tools for designing and running analyses of those data sets. Over the next year the portal’s functionality will be enhanced with the addition of non-utility data types and additional analytical tools. If the concepts and mechanisms implemented in the Pilot Integrated Energy Data Resource prove to be effective, it is possible that the Commission may expand it to include customer, system, and other data for all of New York’s IOUs.
To obtain access to the Pilot Integrated Energy Data Resource, a DER supplier must be registered with the Department.
