Update: City Of San Diego Approves Formation Of Municipal Aggregation

September 18,2019

The City Council of the City of San Diego has voted 7-2 to create an op-out municipal aggregation (community choice aggregation) for electricity

The council also voted to create a joint powers agreement with the municipalities of Chula Vista, La Mesa, and Encinitas for a CCA. Imperial Beach is expected to join as well

Councilors Chris Cate and Scott Sherman each voted against the CCA, citing financial risks

The San Diego Union-Tribune (story here) quotes Sherman as stating, "I have a real problem with saying, OK, by the flip of a switch, we’re going to go from a government-regulated monopoly to a government-run monopoly ... We already have examples of utilities run by government as it is right now. Anybody seen ... all the problems we’ve seen with water bills in the water department and how we run it as government?"
