Retail Electric Choice Absent From Virginia Governor's Clean Energy Deployment Executive Order

Virginia Governor Ralph Northam has signed Executive Order Forty-Three, which establishes statewide goals and targets for clean energy deployment, including a goal that, by 2030, 30 percent of Virginia’s electric system will be powered by renewable energy resources and, by 2050, 100 percent of Virginia’s electricity will be produced from carbon-free sources such as wind, solar and nuclear.

In discussing strategies to achieve such targets, the Executive Order does not include retail energy or any similar competitive energy program for end users

The Executive Order does broadly call for various agencies (not including the SCC) to develop a "plan of action" to achieve the targets. The order notes existing legislative goals, as well as commitments from the utilities for various procurements, and states that the plan of action, "shall include any legislative or executive recommendations to reduce barriers to achieving these solar and onshore wind goals."
