Maryland Lawmakers Seek Introduction Of Opt-Out Municipal Aggregation, File Bill

A bill (HB730) with 19 sponsors has been filed in the Maryland House to authorize counties to conduct opt-out municipal aggregations for electricity.

The bill is notable in that, to address migration premiums, the bill would direct the PSC to identify at least one two-month period during the year during which aggregation supply contracts could be awarded, and supply contracts for aggregations could only occur during any such window(s)

Marc Elrich, Montgomery County executive, and Delegate Lorig Charkoudian authored an op-ed in the Washington Post in favor of the bill
