Connecticut EDCs Seek Approval Of Long-Term Contracts, Cost Recovery Mechanism
October 29,2018
The Connecticut EDCs have filed at PURA for approval of a suite of long-term contracts entered into as part of the procurement under Section 31 of Public Act 18-50
Consistent with statutes, the EDCs sought to recover costs under the contracts through a nonbypassable charge with any contract related benefits credited to all customers
Specifically, CL&P requested that, "Pursuant to the Statutory Authority, the Company requests that PURA authorize the Company to recover all Contract related costs from all customers and credit any Contract related benefits to all customers, in each case through a fully-reconciling component of electric rates for all customers of the Company for the full term of the Contracts. In this regard, consistent with prior Authority decisions, the Company specifically proposes to reconcile these costs and benefits through the non-bypassable federally mandated congestion cost ('NBFMCC') charge."
Similarly, UI requested that, "Pursuant to the Procurement Statute, UI requests that the Authority authorize UI to recover all contract-related costs from all customers and credit any contract-related benefits to all customers, in each case through a fully-reconciling component of electric rates for all customers of UI for the full term of the Contracts. In this regard, consistent with prior Authority decisions, UI specifically proposes to reconcile these costs and benefits through the non-bypassable federally mandated congestion cost ('NBFMCC') charge."
