Report: Certain REP Programs In Texas Utility Energy Efficiency Portfolio Fail Cost Effective Test

A consultant's report presenting the third-party evaluation, measurement, and verification (EM&V) results for the Texas electric investor-owned utilities energy efficiency portfolios implemented in Program Year 2017 (PY2017) found that two retail electric provider programs that were part of the portfolio did not pass a cost-effectiveness standard for such year
Specifically, at CenterPoint Energy Houston Electric, the report said that the REP CoolSaver Commercial, the REP CoolSaver & Efficiency Connection Residential and the REP CoolSaver Hard-To-Reach did not pass cost-effectiveness
Under the CEHE CoolSaver program, participating REPs offer A/C tune-ups and discounted smart thermostats, with the program funded by the utility's efficiency program
