ERCOT Seeks Data From Retail Providers On Dynamic Pricing, Demand Response

ERCTO has sought updated data from REPs on dynamic pricing and Demand response-related products, detailing the process in a Market Notice
PUC Subst. Rule §25.505(e)(5) requires that, “Load Serving Entities (LSEs) shall provide ERCOT with complete information on load response capabilities that are self-arranged or pursuant to bilateral agreements between LSEs and their customers”.
Pursuant to this rule, ERCOT requests that Retail Electric Providers (REPs) analyze their retail dynamic pricing and Demand response-related products and sort each Electric Service Identifier (ESI ID) enrolled in the products into one of the categories described in the Key Document Demand Response Data Definitions and Technical Specifications on the Demand Response page of ERCOT.com. ERCOT will perform statistical analysis on the collected premise-level data to quantify retail Demand response and track trends.
All LSEs are required to report Load response capabilities pursuant to the PUC Rule. However, the audience for a Market Notice issued by ERCOT is limited to REPs. ERCOT will contact Non Opt-In Entity LSEs directly with reporting instructions.
REPs that do not offer products that correspond to any of the categories in the technical specifications document do not have to submit the information requested in the Market Notice.
- REPs that have ESI IDs enrolled in the named products shall create and submit a file to ERCOT via NAESB Electronic Delivery Mechanism (EDM).
- If an ESI ID is enrolled in a product with a definition that spans multiple categories, the REP must list the ESI ID once for each category.
- File format, data elements and response files are defined in the Key Document Demand Response Data Definitions and Technical Specifications.
- If a REP has file format errors or business validation errors, the REP must make all necessary corrections and resend the full file (not just the data corrections) to ERCOT by November 16, 2018.
- ERCOT will use the last file submitted for analysis.
ERCOT will send a survey to REPs who submit a file to gather REP-specific Demand response event information necessary for data analysis. Responses to the survey are to be submitted via the survey tool by December 14, 2018.
REPs shall create the file based upon the snapshot from September 28, 2018, and submit to ERCOT a Comma Separated Values (CSV) file via NAESB EDM by October 26, 2018.
Information provided as requested will be treated as Protected Information in accordance with Section 1.3, Confidentiality, of the ERCOT Protocols.
