Spectator: Get Ready For The New England Power Shortage

Writing in The American Spectator, William Tucker reviews the current capacity issues facing New England, and says, "Another cold winter is certain to bring skyrocketing prices and possible brownouts. New Englanders already pay 45 percent higher electric bills than the rest of the country and that figure can only grow."
ISO-NE has already sought approval of more "emergency" actions in a second winter reliability program -- with the costs, of course, proposed to be assigned to load-serving entities such as retail suppliers
Despite ostensible assurances of capacity from its centralized capacity market, last winter's volatility in New England already led several retail suppliers to default, while bringing others to the edge. What will this winter bring?
