D.C. Proposes Combining Some Rate Classes for SOS Bidding

The District of Columbia PSC has proposed combining certain rate classes when soliciting bids for SOS electric service.

Specifically, the PSC has proposed to combine Pepco's rate classes GS-3A with GS-LV, for both the small and large customer groups. "These classes have been combined because they are both commercial customers with a maximum demand of less than 25 kW and GS-3A has little load remaining on SOS," the PSC said.

The PSC also proposes to combine GT-3A and GT-3B with GT-LV. "These commercial customer classes have been combined because they all have maximum demands over 100 kW, and GT-3B in particular has little load remaining on SOS," the PSC said.

The PSC also proposes several consolidations in the residential rate classes, proposing to end separate solicitation for certain special rates (low-income, certain TOU classes). Additionally, the PSC proposes to end seeking separate bids in the mass market customer classes for the “First 30 kw hr,” “next 370 kw hr,” and “400 kw hr”. "Combining these categories that were broken out by customer usage simplifies the process. Bidders have not been taking advantage of the ability to separate out different quantities in this manner," the PSC said.

"With these changes made, a revised Residential and Small Commercial bid sheet ... would seek 18 different prices for a year compared to 38 in the current bid sheet. Across the three-year bidding period, bidders would have to provide only 54 prices, which is a significant decrease from the 114 bid prices that are currently required," the PSC said.

The PSC further noted that the number of prices bid could be further reduced by eliminating the need to submit a bid for demand charges for larger classes, "something that few bidders have done in the past."

The PSC did not yet propose making this change, but sought comment on it.
