Retail Suppliers Want "Streamlined" RPS Compliance Process in Connecticut

Connecticut's RPS compliance program process, "is complicated, lengthy and fraught with uncertainty," the Retail Energy Supply Association said in comments to PURA, as RESA recommended a streamlining of the process.
RESA's specific comments were in response to a PURA decision which initially accelerated the deadline for submission of alternative compliance payments, but because that decision was not first proposed in a draft order, and was only made in a final order in response to exceptions, PURA re-opened the issue for further comment.
RESA, however, said that the problems are broader than just the timing issues surrounding ACPs.
"[C]hanging the timing and process with respect to ACPs in isolation without first addressing the entirety of the RPS compliance process will increase the administrative burden associated with the process on suppliers, the EDCs, CEF and the Authority," RESA said.
