Writing in the Houston Chronicle, James Osborne covers recent remarks made by FERC Chair Cheryl LaFleur, who, on discussing various state-mandated purchases of capacity or energy outside of "markets," noted that "re-regulation" may be one potential outcome from such policies
Of course, such state intervention is the direct result of state dissatisfaction with capacity market results (whether it be pricing or resource mix). And the more radical approaches by states, such as pseudo re-regulation, have only resulted after more competitive tacks were rebuffed by "market" advocates who apparently believe a market must be an oligopoly, with buyers having no control over what they purchase (and who forced adoption of buyer-side "mitigation"). So it's merely a case of reaping what you sow
