The final version of the New York State budget passed by both houses and signed by the governor omits a moratorium on the Zero Emissions Credit program, with which ESCOs must comply, that was contained in a proposed Assembly budget resolution, Assemblyman Fred Thiele wrote in an op-ed appearing on RiverheadLocal.com
"I was deeply disappointed that the Governor and the State Senate did not agree to include a proposal presented in the Assembly’s one-house budget resolution that would have placed the Zero Emission Credit program on hold in the final state budget," Thiele wrote
Thiele said that lawmakers intend to hold a joint hearing on the ZEC program, and wrote, "The governor has agreed to have the PSC appear at a hearing on the Clean Energy Standard by April 30."
