Generators Oppose Sought Assistance For Dominion Nuke in CT (Could Include Utility Supply Contracts)

The Electric Power Supply Association along with Calpine, Dynegy, and NRG Energy are opposing efforts by Dominion to receive legislative assistance for its Millstone nuclear plant in Connecticut, the Hartford Courant reports
Although details of the specific assistance to be proposed have not yet been unveiled formally (but are expected to be today), one possibility previously reported in the press, at a high level, envisioned that Millstone could sell power "directly" to the utilities.
Presumably, this would be under some form of long-term contract or similar mechanism, because we do not know of any prohibition that would prevent Millstone from selling power directly to the utilities now, via the default service competitive procurement. The impact on default service from any sales from Millstone to the EDCs under any such proposal is not clear.
Another potential provision previously proposed would be instituting a nuclear portfolio standard procurement requirement, similar to Illinois or New York.
