Staff of the Public Utility Commission of Texas have filed a strawman concerning the requirements, funding, and functionality of Smart Meter Texas.
The strawman provides that utilities may recover SMT costs in base rates, a distribution cost recovery factor, or, for costs not associated with functionality provided to an end-use customer, through Discretionary Service Charges.
The strawman also includes a requirement for performance standards for SMT to be established that address the following issues:
(1) unplanned SMT outages duration and frequency;
(2) unplanned API outages duration and frequency;
(3) timing and completion rates for LSE file delivery to FTPS folders and SMT portal by electric utility;
(4) timing of data availability via the SMT API;
(5) SMT user support response time; and
(6) other issues identified by the commission.
Among other things, the strawman would require SMT shall include the functionalities described below:
• On-Demand Meter Read. SMT shall facilitate near real-time reads for an authorized SMT user to obtain the most currently available meter reading at a customer’s premises.
• Home Area Network (HAN) Services. SMT shall provide HAN device addition, removal, messaging, and reporting.
• Electric Usage and HAN Agreement Services. SMT shall provide functionality to enable a customer to provide access to its usage data and HAN devices to a person authorized by the customer.
