TX PUC's Marquez: Energy Market Changes Working In "Immediate" Term, Continued Review Needed

Changes made to the ERCOT energy-only market -- increasing the offer cap and implementing the Operating Reserves Demand Curve -- are working in the "immediate" term, Texas Public Utility Commissioner Brandy Marty Marquez told the Gulf Coast Power Association fall conference
Marquez noted that ERCOT was able to set new records in peak demand this summer essentially without incident, and that the latest CDR report shows reserve margins in excess of the target through 2022
However, while Marquez said that it is "clear" ERCOT is not facing an "immediate" capacity shortfall, she said that the PUC is hearing from generators that the ORDC is under-performing relative to expectations, and that scarcity pricing has not shown up in an appreciable quantity of hours.
"I like what I'm seeing, but we just need to study behavior and the incentives to make sure that they are appropriately balanced," Marquez said
