Texas PUC's Marquez: "Biggest Threat" To Competition Is "Mandates"

"The biggest threat to competition is mandates, because they take the initiative out of the hands of the market," Texas Public Utility Commissioner Brandy Marty Marquez told the Gulf Coast Power Association fall conference

Marquez made the comment in speaking in opposition to the federal EPA's Clean Power Plan

However, the observation is well-made with respect to all kinds of mandates, whether it be federal environmental rules, or mandatory purchases of capacity.
