Do Delaware Proposed Rules Require Everyone Selling Electric to be a Broker; Are Telesales Banned?

EnergyChoiceMatters.com today takes a look at newly proposed retail electric market regulations in Delaware, and expresses concern that, as written, the proposal could require any person or entity involved in selling or marketing electricity to be licensed as a broker (even MLM reps and affinity/charity partners).

EnergyChoiceMatters.com also notes that the proposed language, when read literally, appears to prohibit telephonic enrollment unless the customer has received a written disclosure statement prior to the telephonic enrollment.
