Companies Announces Partnership To Spread Municipal Aggregation in New York

August 05,2015

Joule Assets Inc. announced that it has partnered with Good Energy to, "manage the growing number of CCA [community choice aggregation] programs across," New York

"New York becomes the 7th state in the country to allow for this type of energy aggregation for residents within a city or municipality," Joule Assets said in its press release

Apart from an aggregation in Westchester, which was specifically approved as a pilot, RetailEnergyX is not aware of opt-out aggregation being authorized in New York.

RetailEnergyX understands an Ulster County pilot is pending before the PSC

Furthermore, RetailEnergyX understands the PSC is reviewing the permissibility of opt-out aggregation in Case 14-M-0224, but understands that the case is still pending

RetailEnergyX also understands that the state's energy plan calls for the state to "actively explore" municipal aggregation, but that this does not confer any legal authority for opt-out CCAs to be implemented or change the status quo

Update: 10:50 am. Joule Assets has confirmed our understanding of the current status of CCA authorization as summarized above
