California Senate Passes Bill To Expand Retail Choice, With Renewable Source Proviso

The California Senate passed an amended version of SB 286, which expands direct access with a renewable energy mandate for any such direct access supply

According to a legislative analysis, the bill increases the statewide limit on direct access (DA) service by 8,000 gigawatt-hours to allow a greater number of nonresidential customers of the electrical investor-owned utilities (IOUs) to receive electric service from an entity other than an IOU.

According to the analysis, the bill also requires that all additional DA service come from renewable resources.

The DA expansion would begin January 1, 2016, and would be phased-in over a period not longer than three years. The 8,000 GWh expansion would be proportionally allocated to individual utility service areas.
