D.C. Seeking To Promote Municipal Aggregation, Boost Participation

The District of Columbia government is seeking a vendor to promote participation in its current opt-in municipal aggregation program.

The D.C. government runs the DC Municipal Aggregation Program (DC MAP) under which the D.C. Government Executive Branch Agencies are automatic participants. D.C. Government Independent Agencies, residential consumer, and commercial entities can also opt-in to participate in DC MAP.

Under a recent solicitation (Solicitation No.: Doc208484), the district government, "is seeking a contractor to reach out, engage and educate District electricity customers about the Municipal Aggregation Program (DC MAP)."

"The Government of the District of Columbia ('District') Office of Contracting and Procurement ('OCP'), on behalf of District Department of the Environment ('DDOE'), is seeking an offeror to outreach and educate the District's electricity customers in the following sectors--residential, non-profit organizations (including, but not limited to, churches and other religious entities), hospitals, and commercial (including but not limited to small businesses)-- about a District program called 'Municipal Aggregation Program', which will help with reducing their electricity costs and purchasing renewable energy. This RFTO is for education and outreach only about the Municipal Aggregation Program (DC MAP), and does not include any service related to aggregation or electricity purchasing itself," the solicitation states.

"Over the next twelve (12) months, DC MAP, through outreach and education, will seek to generate a twenty percent (20%) increase in consumer knowledge among residents, non-profits, hospitals, and businesses of their energy choice as a result of the deregulated market," the solicitation states

"The District notes that non-profit, commercial, and residential participation in the DC MAP remains limited. To address this limitation, the District will refocus its efforts on not only increasing participation in the DC MAP, but also increasing the general awareness of electric supply choice options and aggregation through outreach and education," the solicitation states

"The District seeks to expand its efforts regarding aggregation through education and outreach to those interested in reducing electric costs and buying renewable energy, and by expanding the DC MAP to include the Solarize DC Initiative. Solarize DC is a District initiative that focuses on buying solar photovoltaic (PV) energy in coordination with a competitively-selected community organization or coalition of groups that will engage the communities within which they operate. The DC MAP would support these volunteer-driven community efforts to bring solar energy to additional DC homes and businesses," the solicitation states
