Pennsylvania Bill Would Authorize Opt-Out Municipal Aggregation

A bill (HB 778) has been re-introduced into the Pennsylvania General Assembly to authorize municipalities to conduct opt-out electricity aggregations.

The legislation is similar to House Bill 428 of the 2013 session, which did not advance from a House committee.

HB 778 would allow municipalities to include in the aggregation on an opt-out basis residential and small commercial (under 50 kW) customers who are not on competitive supply.

HB 778 would prohibit early termination or exit fees for customers in opt-out aggregations.

HB 778 would require aggregation terms to align with default service periods.
