Report: Expanding C&I Retail Choice Has Greatest Potential To Speed Cost-Effective Renewables Access

A new report from the REBA Institute, "finds that expanding competitive supply options appears to have the greatest technical potential to provide the fastest and most cost-effective path to increase customer renewable energy access," the REBA Institute said
The finding was limited to introducing electricity supply choice for C&I customers only
In examining a policy of allowing C&I customers to choose their supplier, the report said that this option can lower the cost of renewable energy procurement by up to 11 percent, compared to if customers do not have supply options.
However the report cited "cost and adoption uncertainties" in moving to retail choice, which the report said are especially true for the introduction of retail
competition in sample states without organized wholesale markets, where potential stranded
asset costs are highest and could lead to cost increases up to 15 percent in the near-term. The stranded costs of introducing greater choice are likely higher in states
currently without centrally organized wholesale markets, the report said
The report also concluded that, "the expansion of utility subscription programs and renewable energy portfolio standards (RPS) can provide attractive near and long-term options to improve access to renewable energy."
The REBA Institute is an affiliate of the Renewable Energy Buyers Alliance
The report, Renewable Energy Policy Pathways, "serves as a roadmap of options for policymakers, utilities and other stakeholders to help unlock the marketplace for cost-effective, customer-driven and expedient renewable electricity," the REBA Institute said
