New York Gov. Says ConEd Can Be "Replaced", Franchise Not From "God", In Criticizing Outages

In calling the recent situation involving outages at Consolidated Edison over the weekend "unacceptable", New York Governor Andrew M. Cuomo has said in various interviews that ConEd can be "replaced" and that the utility doesn't have a franchise, "granted by God".
"You look in the Old Testament or the New Testament, it doesn't say anywhere Con Ed must be the utility company. They have a franchise," Cuomo told FOX 5
"Con Ed does not have a franchise granted by God," Cuomo told WCBS
"We have replaced utility companies in other parts of the state. It can be done," Cuomo told WCBS
