The Maryland PSC has adopted Staff recommendations concerning the allocation of transmission costs at Pepco
In brief, certain transmission expenses related to prior RTEP upgrades at PJM will be included in the bypassable SOS transmission rate, recovered over 12 months, rather than through the bypassable SOS Procurement Cost Adjustment (PCA, reconciliation) over 24 months.
Staff has said that its recommendation would avoid placing retail suppliers at a disadvantage
The PSC also adopted Staff recommendations on similar issues regarding SOS rates at Delmarva and SMECO
