Update: Florida Bill Requiring New Hurdles For 2020 Ballot Initiatives Advances To Floor Vote

An amended version of a previously reported House bill (House Bill 7111) that would impose new requirements on ballot initiatives, effective for the 2020 election (and thus impacting the electric choice initiative), has advanced to a scheduled floor vote, the Tampa Bay Times reports

Among other things, the bill would require for initiatives that have an unknown fiscal impact (such as electric choice), the ballot summary shall state, "THE FLORIDA CONSTITUTION REQUIRES A BALANCED BUDGET. THIS PROPOSED CONSTITUTIONAL AMENDMENT IS ESTIMATED TO RESULT IN INCREASED COSTS, DECREASED REVENUES, OR AN INDETERMINATE FINANCIAL IMPACT, WHICH MAY REQUIRE INCREASED TAXES OR A DIVERSION OF FUNDS FROM OTHER GOVERNMENT SERVICES."
