Texas Committee Reports Favorably Substitute That Would Prohibit TDUs From Owning Storage

A Texas Senate committee has reported favorably a substitute for SB 1941

The substitute would provide that, "[t]he commission [PUC} may not authorize ownership of an electric energy storage facility by a transmission and distribution utility."

The substitute would allow TDUs to contract with the owner of an electric storage facility for reliability purposes, subject to PUC approval, and subject to a total cap of 40 MW
