Municipal Aggregation Pitched As Means to Jumpstart State’s Economy

During a recent transition policy summit held by Rhode Island Governor-elect Gina Raimondo, municipal energy aggregation was pitched as a means to jumpstart the state's economy, the Providence Journal reports.
According to the ProJo, "Steven H. Kitchin, of the New England Institute of Technology, suggested the state look to a new model in Massachusetts concerning energy costs that allows 'energy aggregation,' in which individual communities are allowed to regulate one rate for all the customers from their locales."
Municipal aggregation has been authorized by prior legislation in Rhode Island, but has seen scant activity to date (although an opt-in consortium does aggregate municipal loads)
